This article focuses on the recently protruding issue of pastor’s tax payment. This article deals with this issue. Firstly the writer of this article understands the tax payment issue within the historical context, then considers the biblical-theological understanding focusing on the New Testament, and pursues the teachings of the Bible, and observes the social implications and legalistic implications through social psychological understanding and legalistic understanding in order to find sounder measure of evaluation. This article concludes that to follow Paul and Peter as well as Jesus’attitude and thoughts, in the world of disbelief and pilgrimage, Christians, as “a chosen race, a royal priesthood, a holy nation, a people for his own possession(1 Pet 2:9-10)”, should take a movement of voluntary tax payment in order not to “give offense to them(Matt 17:27)”to the world and neighbors of disbelief who “speak against you as evildoers(1 Pet 2:12)”but to serve them in love and to maintain peace with them. Still the detailed methods for specific problems need interdenominational discussions and co-operation with the government.
