영국의 고등교육과 질 관리 평가에 관한 연구

A Study on the Higher Education of England and Quality Management Evaluation

본 연구는 영국 고등교육 평가제도의 운영 실태를 파악하여 우리나라의 고등교육 평가제도가 안정적으로 본정착할 수 있는 데 기여할 수 있는 정책적 시사점을 모색하고자 하는 데 그 목적이 있다. 연구목적을 달성하기 위해 영국의 고등교육현황, 질 관리를 위한 고등교육 평가제도의 시행배경, 고등교육평가의 평가체제, 그리고 고등교육에 대한 재정 및 법적 기반을 분석하였다. 본 연구결과에 근거하여 정책적 시사점 및 제언을 제시하면 다음과 같다. 첫째, 대학의 질 보장과 향상, 그리고 책임성 확보라는 목적을 달성하기 위해서는 대학의 자율과 외부 평가 사이의 조화가 이루어질 필요가 있다. 둘째, 대학의 경쟁력과 고등교육의 질을 제고하기 위하여 국가적 질 기준에 부합되면서도 국제적 표준에 도달할 수 있도록 평가기준 및 지표개발을 위한 노력을 기울일 필요가 있다. 셋째, 학교구성원인 학생들의 의견을 적극적으로 평가에 반영하고 학생들이 평가활동에 다양하게 참여할 수 있게 하는 방안을 확립할 필요가 있다. 넷째, 현장방문평가를 자체평가결과에 따라 융통성 있게 운영할 필요가 있다. 다섯째, 대학에 지원한 재정지원금에 대한 자율적 운영을 보장할 수 있는 방안이 마련될 필요가 있다. 여섯째, 대학이 질 개선노력을 지속적으로 기울일 수 있도록 평가결과를 활용할 필요가 있다. 일곱째, 대학에 대한 재정지원은 정부가 직접 통제･관리하는 것보다 재정지원기구를 활용할 필요가 있다.

The purpose of this study was to grasp Higher Education Review of England. This will provide useful implications for establishing Higher Education Evaluation System of Korea. In order to achieve the purpose of this study, major subjects of the research were set up as follows: First, Higher Education status of England and trial background of Quality Management Evaluation were analyzed. Second, Evaluation System of Higher Education Riview were analyzed. The results and conclusions of this study are summarized as follows: First, it is necessary to balance between autonomy of university and external evaluation. Second, it is necessary to develop an appraisal standard and indicator which to improve quality of higher education and reinforcement of university competitiveness. Third, it is necessary to reflect opinion of student and actively to participate in evaluation activity. Fourth, it is necessary to operate site visit Evaluation flexibly as the result of self evaluation. Fifth, it is necessary to be draw up measures which to guarantee autonomous management. Sixth, in order to continue the effort for university quality improvement, evaluation results are needed to use. Seventh, it is necessary that financial support to university use the financial support organization, not government control.
