호주의 고등교육 프로그램 평가인증제도의 현황 분석과 시사점

The Study on the Higher Educational Program Accreditation System in Australia

본 연구는 본 연구는 호주의 고등교육 프로그램 평가인증제도의 기본 현황과 운영 실태를 파악하고, 우리나라에의 시사점을 도출하는데 목적이 있다. 호주는 새로 설립된 고등교육 질·표준 관리기구인 TEQSA를 통하여 호주 고등교육 체계와 질적 수준을 국제적인 수준에 도달하도록 촉진하는 역할을 수행해 왔다. 우리나라에 대한 시사점을 제시하면, 첫째, 기본적으로 정부의 재정 지원을 받기 때문에, 대학의 질적 수준의 유지를 위해 연방 정부에 의해 엄격히 관리되고 있다. 둘째, 고등교육의 질적 제고를 위하여 계속적으로 국가적 질 기준에 부합되면서도 국제적 표준에 도달하도록 표준 지표를 설정하고 있다 셋째, 고등교육기관에 대한 평가 인증시 개별 대학의 여건과 특성을 인정하여 대학 기반의 평가 인증을 하고 있으며, 대학의 자율성을 보장하면서도 그 책무성을 더욱 강조하고 있다. 넷째, 호주 TEQSA의 프로그램 인증평가 내용 중 프로그램(코스) 개발·승인·조정·방법·구조, 교수-학습 제공계획·중재·자원, 프로그램 관리·개선·폐지 등에 대한 기준과 지표들은 고려될 필요가 있다. 끝으로, 고등교육 평가인증제는 대학 스스로가 교육의 질관리·보증을 위해 자체적으로 노력해야 하는 자기규제 장치가 마련되어야 한다.

This study aims at reviewing the program accreditation system in Australia, and to provide a basis for improving the higher educational program accreditation system in Korean university evaluation policy. In Australia, TEQSA, as a new system in 2012, is Australia’s independent national regulator of the higher education sector. TEQSA’s role is to monitor and contribute to the assurance of quality for all students studying at an Australian registered provider. In doing this, TEQSA must strike the right balance between maintaining quality with proportionate compliance requirements, and TEQSA’s regulatory processes assess whether providers comply with the standards set out in the Higher Education Standards Framework. Therefore, the suggestions for us, a strict management by central governance, corresponding to new national standard, strengthen to autonomy and responsibility of university, some criteria and regulations, self-regulatory device etc., are useful information for Korean university evaluation policy.
