미국과 독일의 대학 강사제도 비교연구

A Comparative Analysis on Part-time University Faculty Policies between the US and Germany

본 연구는 미국과 독일의 대학 강사제도에 관한 비교연구를 통해 우리나라 대학 강사제도 개선을 위한 시사점을 제안하는 데 목적이 있다. 이를 위해 우리나라 대학 강사제도와 관련된 주요 쟁점을 도출하고 이를 분석 준거로 삼아 미국과 독일의 대학 강사제도를 비교분석하였다. 국가별 대학 강사제도 관련 학술논문, 법령, 설문조사 자료, 기타 문헌 자료를 수집･분석하였다. 주요 분석결과를 정리하면, 첫째, 대학 강사의 유형은 미국과 독일 모두 다양하나 독일이 보다 체계적으로 대학 강사 유형을 구분하고 있다. 둘째, 대학 강사제도 관련 법령 면에서, 미국은 연방정부나 주정부 수준의 대학 강사제도 관련 법 규정을 두고 있지 않으나 독일의 경우 연방대학기본법에 대학 강사에 관한 사항을 규정하고 있고, 주별로 대학 강사의 임용, 보수 등을 명시하고 있다. 셋째, 대학 강사 현황 면에서 미국과 독일 모두 대학 강사 수는 증가하는 추세에 있으며, 전임교원 대비 대학 강사 비율은 미국보다 독일이 더 높은 수준이다. 넷째, 보수와 기타 혜택 면에서, 미국 대학 강사의 보수는 전임교원의 1/4 수준이며 의료보험 혜택도 미흡하나 독일은 대학 강사에 대해 보수 외 성과급, 추가 옵션 등의 재정적 지원을 제공하고 있다. 이상의 분석 결과를 토대로 시사점을 제안하였다.

The purpose of this research is to compare part-time faculty policies between the United States and Germany in order to improve policies in Korea. Analytical framework is developed based on political issues of Korean part-time faculty polices. For comparative analysis, academic journals, laws, survey data and other documents were collected and analyzed. Four main points were drawn from the research. Firstly, the type of part-time university faculty varied for both the United States and Germany but Germany categorized more systematically. Secondly, in the U.S there are no specific federal law but has several state laws regarding part-time university faculty members, whereas German states have specified law regarding the qualification and wages of part-time university faculties. Thirdly, the number of part-time university faculties is increasing in both Germany and the U.S. Germany has a higher percentage of part-time university faculties than the U.S. Lastly, part-time university faculties in the US receive less benefit compared to tenured faculty members. On the other hand in Germany specifies wages and lecture time per week of part-time university faculties by law. Based on the analyses, four policy implications are proposed.
