스웨덴의 사례를 통해 본 학교선택제 시행의 실제

An Examination of School Choice Implementation Through a Swedish Case

본 연구는 공교육 개혁을 위한 시장원리 도입의 실제에 대한 이해의 확장을 목적으로 시장원리에 가장 충실하게 구현되었다고 평가되는 스웨덴의 학교선택제를 분석하였다. 연구 결과는 다음과 같다. 첫째, 학교교육이 더 다양화되지는 않았다. 민간이 운영하는 자율학교가 급증하였으나 이들의 절대 다수는 공립학교들과 다르지 않은 일반 교육을 행하고 있다. 둘째, 교육생산성이 향상되었다고 보기 어렵다. 학업성취도 향상 효과는 논란 중이며 교육재정의 비용효율성은 저하되었다. 셋째, 학생․학부모의 영향력 확대 여부는 교육 관계자, 학부모, 학생들 간에 평가가 엇갈리고 있다. 넷째, 학교선택이 사회경제적, 교육적 분리를 심화시키고 있다고 평가된다. 스웨덴의 사례가 시사하는 바는 다음과 같다. 첫째, 시장선택과 결합된 학교 다양화는 교육 다양화로 나아가는 제도적 경로가 아니다. 둘째, 학교선택제는 교육양극화를 가속화한다. 셋째, 선택과 경쟁이 공교육의 효용을 높이는 유효한 수단이라고 보기 어렵다. 이상으로부터 한국의 학교선택제에서 학교 다양화 정책, 선택권의 지위와 부여 방식, 교육양극화에 대한 정책 대응의 방향이 재검토되어야 할 것으로 판단된다.

This study examines Swedish school choice plan which is considered to do full justice to market principles. As a result of the study, first, it is difficult to claim that the choice has brought the diversity of schooling. Despite the rapid growth of independent schools in number, most of them little differ from ordinary public schools. Second, it still remains uncertain if school choice has improved educational productivity. The effects to students’ academic achievement are controversial. Cost-efficiency of educational finance has declined. Third, with regard to the rights of students and parents, it has not been consistent in their agreement to extensive engagement. Fourth, a number of researches indicate that school choice tends to exacerbate the segregation in terms of socio-economic status and educational divide. The implications of a Swedish case are as follows; first, school diversification combined in market choices isn’t a institutional path to educational diversification. Second, school choice exacerbates educational polarization. Third, choices and competitions are hard to be effective means to improve public school system. With regard to choice plan in Korea, school diversification policy, the way to grant a right of choice and the direction of policy to educational polarization should be re-examined.
