최근 미국은 아프가니스탄에서 전투병력을 철수하고 있다. 이러한 미국의 행동은 2001년 10월침공 이후 지금까지의 아프가니스탄 전쟁을 둘러싼 다양한 딜레마의 결과이다. 특히 2009년 이후 오바마 행정부는 대반란작전(COIN)과 대테러작전(CT)이라는 두 가지 선택 가운데 자신이 사용할 수있는 정치적 의지와 자원을 놓고 고심하였다. 또한 미국은 아프가니스탄 내부 개혁을 둘러싸고 아프가니스탄의 주권을 존중해야 하는 딜레마에 봉착하였다. 마지막으로 미국은 아편을 지배하는 주민들과의 관계에서도 딜레마에 직면하였다. 이러한 딜레마는 2001년 이후 미국의 아프가니스탄 전략을 분석하는데 핵심적으로 작용하였다.
Recently, the United States has drawn down its combat troops from Afghanistan and began to change its military missions. These decisions reflect three dilemmas that the United States has faced since its invasion of October 2001. The first is tension between the COIN (Counterinsurgency) and CT(CounterTerrorism) missions over political support and military resources. The second results from U.S. pressure on Kabul to fight political corruption and the political imperative to respect Afghanistan’s sovereignty. The last concerns opium farmers and their support for Taliban forces and the politica necessity to build relations with local populations
