다문화가정 청소년에 대한 사회통합프로그램의 효과성 분석

Analysis of the Effectiveness of the Social Integration Program for Juvenile of Multicultural Families - Focusing on Citizenship and Self-Control -

이 연구의 목적은 다문화가정 청소년의 사회통합프로그램을 이수한 청소년의 시민의식 및 자기통제력의 변화여부를 종단적으로 검증하여 프로그램의 효과성을 진단하는 것이다. 연구결과 사회통합프로그램을 경험한 다문화가정 청소년의 시민의식 및 자기통제력은 부분적으로 향상되었지만, 획기적인 변화는 발견되지 않았다. 이는 사회통합프로그램의 획일성 및 비체계성, 그리고 지역사회의 자원을 충분히 활용하지 못하는 문제점 등이 원인인 것으로 보인다. 따라서 다음과 같이 다문화가정 청소년에 대한 사회통합프로그램의 개선방향을 제시할 수 있다. 첫째, 사회통합프로그램의 영역별, 수준별 다양화를 꾀할 필요가 있다. 둘째, 언어교육 사회통합프로그램은 학교급 별로 교과과정과 연계하여 운영하여야 한다. 이는 뉴욕시의 영어학습자 프로그램을 정책적 모델로 삼을 수 있다. 셋째, 지역사회의 자원봉사, 재능기부, 시설공유 등 지역사회자본을 적극적으로 활용하는 사회통합프로그램의 개발이 필요하다. 넷째, 교육청은 신주쿠나 뉴욕시처럼 언어 수준별 이동식수업이나 이중언어사용교육, 중도입국청소년에 대한 생활문화교육 등 특성화된 프로그램을 개발하여야 한다. 다섯째, 가족 및 지역주민과 함께 참여 하는 사회통합프로그램의 개발이 필요하다. 여섯째, 다문화가정 청소년 사회통합 프로그램에 참여하는 인력의 다문화 수용성 및 전문성 등의 강화가 필요하다.

The purpose of this study is to diagnose the effectiveness of programs by verifying whether the social integration program which affects the change of citizenship and self-control of juvenile of multicultural families. Citizenship and self-control of juvenile of multicultural families has been partially improved, but significant changes were not found. The cause of this is due to non-uniformity and non-systematic, and failing to take advantage of community resources in the social integration program. Therefore, it is possible to suggest ways to improve the social integration program for juvenile of multicultural families, as follows: First, the social integration program should be diversified to meet the needs of the participants. Second, language teaching social integration program should operate in conjunction with the curriculum by schoolmates. English language learner program in New York City can be a model. Third, the government should develop a social integration program that utilizes community volunteers, donations talent, facility sharing, including local social capital positively. Fourth, the government should develop a level portable language classes or bilingual education, life and culture training programs for childhood arrivals juvenile like Shinjuku or New York City. Fifth, Local government should develop a social integration program involving the juvenile of multicultural families and residents. Sixth, the social integration program facilitator is needed receptivity and multicultural expertise.
