한반도 정전체제 복원

한반도에서 평화통일이 이루어지기 위해서는 현재의 정전체제를 평화체제로 전환하는 것이 무엇보다 중요하다. 이러한 당위성을 바탕으로 정전체제를 항구적인 평화체제로 전환하자는 주장이 끊임없이 제기되어 왔다. 하지만 이러한 주장을 분석해보면 도발을 억제하는 소극적 평화에서 도발의 원인을 해소하는 적극적 평화로 전환하자는 것이며 이는 곧 정전체제를 평화체제로 대체하자는것이다. 즉, 평화체제를 정전체제의 ‘대안’으로서 규정짓고 있는 것이다. 하지만, 평화체제로 전환하기 위해서는 정상적으로 작동하는 정전체제의 복원이 선결 조건이어야 한다. 즉, 평화체제는 정전체제의 ‘대안’이 아니라 원활한 정전체제를 기반으로 하여야 한다는 것이다. 비정상적으로 가동되고 있는 정전체제를 정상화시킴으로서 건강한 남북관계를 회복하고 이를 바탕으로 평화체제로의 전환에 대한 논의를 더욱 실질적이고 활발하게 이루어나갈 수 있을 것이며 이는 평화통일로 가는 지름길이 될 것이다. 물론 이러한 노력은 한반도의 지정학적 특성과 경제적, 정치적 상호의존성 등으로 인해 남과 북의 의지와 함께 국제적 협력이 필요하다. 본고는 국제적 협력을 위한 한국의 전략적 접근법을 제시하고자 한다.

Converting the current armistice regime of the Korean peninsula into a peace regime is of utmost importance for peaceful unification of the two Koreas. Therefore, the argument that the armistice regime should be converted into a peace regime has often been raised. However, an analysis of this argument reveals that proponents seek to replace a passive peace built upon deterrence with an active peace that seeks to remove the origins of possible provocations. Simply put, proponents of the argument regard the peace regime as a substitute for the armistice regime. However, to realize a peace regime, restoration of the armistice regime into a fully functional one must be achieved first. In other words, the peace regime is not an alternative to the armistice regime but the former must be built upon the latter. By fixing the current abnormal state of the armistice regime, more constructive relations between South and North could be achieved, allowing for more practical and active discussions for building a peace regime. Given the geopolitical factors on the Korean peninsula and the economic and political factors that govern interdependence of the two Koreas with the rest of the world, international cooperation is necessary for this effort. This paper proposes strategies for South Korea to muster international cooperation for this transition.
