A Study on Enhancement of Publicness for the Historic Street Maintenance Project Through Public-Private Partnership

This study is focused on the Daegu modern gol-mok improvement project which is a public-private partnership-based successful case out of the street maintenance projects using historical and cultural resources in cities. For analysis, the category of publicness was divided into procedural publicness and content publicness. The study results are as follows. First, with regard to the planning of project, there is a need to organize a promotion committee for public-private partnership, as the important concept of publicness has changed into the process through public participation from physical result-centrism. The promotion committee mediated conflict and interest which occurred in the process of project, implemented agreement by reflecting it in the plan clearly and played a crucial role in promoting the project. Second, the active participation of experts from related areas and local residents with a high understanding of the areas performed a really important role in historic street's placeness and story . This is obviously distinguished from other public street development projects and made a big contribution to revitalization and continuity of projects including street management and supplementation after projects ended. Third, the analysis result of the master plan showed that for the historical and cultural street landscape development project, placeness and story of ground and street were important elements which display local identity by integrating individually classified resources in addition to preserving and regenerating historical and cultural resources. Fourth, for the urban street maintenance project using historical and cultural resources, proper design showing the trend of the times and reinforcement of cultural identity were important. These must be necessarily considered for project planning, though they may vary depending on the target area of project. This study analyzed the case of urban street maintenance project using historical and cultural resources from the perspective of publicness, but is limited to a particular sector of project. Therefore, in the future,there would be a need of in-depth study on the progress of the modern gol-mok project until it achievedresults such as the foundation of Gyesanyega, the selection as the star of Korean tourism and the winning of grand prize in the 2013 Local Cultural Brand Awards.
