FTA/TBT Activation Plan using IT: Focused on Korea-US and Korea-EU Cases

IT 를 활용한 FTA/TBT 활성화 방안 연구 : 한 - 미 , 한 -EU 사례를 중심으로

연구목적: 본 연구의 목적은 정보기술(IT)을 활용하여 FTA/TBT 활성화 계획을 제안하는 것에 주된 목적을 두고 있다. 우리 정부는 무역기술장벽(TBT)이 무역에 미치는 영향에 대해 관심을 가져야 하는 중요한 문제 중 하나이다. 이에 따라 우리가 맺은 FTA 중 경제단위가 가장 큰 한-미, 한-EU FTA/TBT를 중심으로 그 해결방안을 도출하고자 한다. 이에 따라 IT를 활용한 FTA/TBT의 효과적인 이행을 위한 활성화 계획을 제시하고자 한다. 논문구성/논리: 본 연구는 전체 다섯 장으로 구성되어 있다. 첫 번째 장에서는 본 연구의 배경과 목적을 설명하며, 두 번째 장에서는 기본적인 FTA/TBT에 대한 문제점에 대해 한-미, 한-EU 간 FTA/TBT 협상 과정의 쟁점사항과 이에 대한 이행현황을 살펴보았다. 세 번째 장에서는 우리 정부 의 TBT에 대한 대응체계 구축과 기업의 애로사항을 조사하였으며, 네 번째 장에서는 IT를 활용한 FTA/TBT 활성화 계획을 IT 중심으로 정책적 제언을 도출하였으며, 마지막 장에서는 본 연구의 결론을 제시하였다. 결과: 본 연구의 분석 결과 FTA/TBT의 일반적 문제는 투명성, 적합성 평가 절차, 양자 간 협력과 협력위원회의 4가지 측면에서 분류할 수 있음을 보여주며, 몇몇 이슈의 경우에는 FTA/TBT에 대해 잘 이행되어 있지만, 여전히 우려되는 문제에 대해서는 추가적인 협의가 필요함을 제시하고 있다. 특히 중소기업에 대한 정보전달의 부족 및 참여 저하 등의 도출된 문제에 대해 IT 활용을 통한 FTA/TBT의 효과적인 이행을 위한 활성화 정책적 제언을 제시한다. 독창성/가치: 본 연구에서는 한-미, 한-EU 간 FTA/TBT의 쟁점사항 및 이행현황에 대한 분석을 통해 향후 IT를 활용한 FTA/TBT의 효과적인 이행의 활용방안을 제공하고 있다는 점에서 본 연구만의 독창성과 가치를 제공한다.

Purpose: The purpose of this paper is to suggest FTA/TBT activation plan using Information Technology. Elimination of TBT(Technical Barriers to Trade) is one of the key issues in which Korean government is interested since technical barriers significantly affect trade. This paper tries to examine the issues and implementation of them of FTA/TBT between Korea and US and Korea and EU. It finally suggests an activation plan for effective implementation of FTA/TBT using IT. Composition/Logic: This paper is composed of five chapters. First chapter explains the background and purpose of this paper. Second chapter analyzes the basics and issues of FTA/TBT focused on Korea-US and Korea-EU cases. Third chapter investigates how Korean government deals with TBT and examines difficulties which companies face regarding TBT. Fourth chapter suggests FTA/TBT activation plan using IT. Finally fifth chapter draws conclusion of this paper. Findings: The result of FTA/TBT chapters shows that the common issues of FTA/TBT can be categorized into four ports, which are transparency, conformity assessment process, bilateral cooperation and cooperation committee. Some issues have been implemented well, but still some issues are not implemented yet as negotiated. Therefore this study suggests activation plan for effective implementation of FTA/TBT using IT. Originality/Value: This paper analyzed the issues of FTA/TBT and how government deal with them focused on Korea-US FTA and Korea-EU FTA. This paper has the originality and value in that it provides activation plan for effective implementation FTA/TBT, especially using IT.
