Today, Korea is faced with some problems such as decrease of population in local cities and urban decay, because of continuous overpopulation in the Metropolitan area as well as decline of population and aging phenomena. Many local cities lose their competitive power and undergo atrophy of local economy and weakening of self-sufficient city's function. Thus, the local policy to promote self-support and co-prosperity through an effective connection between city and locality is required, and the regional welfare settlement area policy in the preset Korea can be seen as a plan for local connection development across city, county and district, according to decrease of population in local city and simultaneous decay of rural community. However, the establishment of regional welfare settlement area should not be limited to simple connection of administrative units or delimitation by geographic administrative boundary, and the settlement areas are needed to be decided by considering life patterns such as going to work, school attendance, shopping and leisure of actual residents. Thus, this study attempts to perform the delimitation and connection between regions according to travel outflow and influence by each purpose, by analyzing the travel by inter-regional purposes of Metropolitan cities, towns and counties in Busan, Ulsan and Gyeongnam which are included in southeast part of Korea. Hence, it aims to be provided as basic data for the establishment of regional settlement areas as well as reference for local development policy.
