This paper is to assess the contribution of Publicly Managed Land Development (PMD) project for the stabilization of land and housing market. PMD project was introduced in Korea in 1980 to conduct large-scaled land development by public sectors, contrary to land pooling program which is conducted by private landowners. During the last 30 years from 1980 to 2012, total 1,022.4㎢ of housing land was supplied, 38.2% of which was supplied through PMD projects. Total 9.36 million units of new housings were provided, 41.5%of which were supplied through PMD projects. PMD projects provided total 3 million units of mid- and low-income household’s housing and 1.28 million units of low-income rental housing. Land for midand low-income housing was supplied with 60%~100% of development costs, much lower than market prices. Thanks to PMD projects, urban land ratio has increased from 4% in 1975 to 9.3% of total national land in 2010; housing supply ratio has been improved from 71.2% in 1980 to 112.9% in 2010; public rental housing ratio has been enhanced from 1.3% in 1985 to 9.5% in 2010. Finally, as urban land and housing supply increased, land and housing market become stabilized and housing welfare become upgraded.
