An Exploratory Study on Logistics Policy of Indonesia Government

인도네시아 정부의 물류정책에 관한 탐색적 연구

무역량 증가로 인한 국가간 물동량 증가, 소비자 수요의 다양화, 생산성증가로 인한 제품의 대량생산으로 물류산업은 전세계적으로 해마다 성장하고 있는 상황이다. 이러한 물류산업의 성장으로 인하여 고객들은 더 진보된 물류서비스를 원하고 있으며 해외물류에 대한 관심도 높아지고 있는 상황이다. 또한, 이러한 현상들이 물류기업에게는 해외진출의 원인이 되고 있는데 본 연구는 이와 같은 상황에서 최근 급속도로 발전을 하고 있는 국가 중의 하나인 인도네시아의 물류정책에 대해 파악하고자 하였다. 즉, 인도네시아가 지리적으로 긴 해안선을 가지고 있는 해양국가이기 때문에 물류비 비중이 너무 높아 무역규모를 증가시키는데 한계가 있다는 점에서 본 연구는 출발했다. 인도네시아 산업의 대부분을 극소수의 거대기업들이 장악하고 있고, 대부분의 물류기업과 유통기업들이 영세한 중소기업이기 때문에 인도네시아 시장진출을 위해서는 인도네시아 정부의 물류 및 유통정책에 대한 고찰이 필수불가결하다는 점 또한 본 연구의 필요성을 증가시켰다. 연구결과, 일부 인도네시아 기업들도 해외로 진출하기 위해 해외기업과의 인수합병을 원하고 있는 것으로 파악되었으며 이에 대한 인도네시아 정부의 정책도 호의적인 것으로 파악되었다. 결론적으로, 본 연구는 인도네시아에 진출하려는 해외 물류기업이나 유통기업이 인지해야할 인도네시아 정부의 물류/유통 정책을 소개하면서 이에 대한 시사점을 제공하고 있다.

Worldwide, the logistics and supply chain industry has seen an upward trend due to a number of factors such as increase in trade, increase in demand and supply of products, ease in production, etc. This rise in need for logistics services has led to the introduction of many foreign players in the industry across the world, and Indonesia is no exception to this trend. In this study, it is found that Indonesia, despite being a maritime country and strategically placed, with a long coastal line, has not been able to push up trade volumes. One important reasons for the comparatively low volumes of trade from Indonesia is the high costs of the logistics service. Mostly, the logistics and distribution companies in Indonesia are small and medium enterprises, and the industry is dominated by few big multinationals due to the economies of scale and scope, and quality of their service. However, there are some indigenous Indonesian companies in the logistics sector which are expanding their network regionally and globally. Mergers and acquisitions are the main route to expand in this sector. This study reviews the overseas strategies employed by the foreign logistics and distribution companies in Indonesia.
