Fisheries Resources, Property Rights, and Trade Liberalization

This paper examines the effects of trade liberalization and policies on the fish stocks conservation and economic welfare by extending a small open access fisheries resources developed by Brander and Taylor 1997a,b;1998). In a incomplete property right communities, open access fisheries resource havesting is fisheries temporary welfare increased but as time proceeds fisheries stocks are finally depleted and welfare reduced, which is the same result modeled by Brander and Taylor. But by assuming property rights and policy measures are property secured and implemented, It is shown that when the carrying capacity enhancement policy and ocean farming measures are endogenized, trade liberalization may increase fish stocks in a fish stock abundant country and as a result increases the economic welfare.
