Many fisheries economists claim that the major fishery stocks are extremely overexploited for commercial purpose. The main reason of overexploitation is due to the developing countries' mismangement of fisheries policies. In particular, because of the weak institution in developing countires and open access, it is difficult to carry out an appropriate fisheries managements such as monitoring, control and enforcement over the world. To analyse economic effect of trade liberalisation to fisheries resources in developing countries, in the assumption of a small open country with an open access for fisheries stock, two sector general quilibrium model was used. It is found that although temporary gains from trade liberalisation may occur however, in the long run, negative effect will arise due to the depletion of fisheries stock. Therefore trade liberalisation of fishery can reduce steady state utility of developing countries.
