부트스트램 자료포락분석과 Malmquist 생산성 지수를 활용한 지방정부 민원행정 서비스의 효율성 분석

An Analysis on the Efficiency of the Civil Appeals in the Local Governments of Gyeong-nam

본 연구에서는 경상남도 18개 지방자치단체들의 민원행정에 대한 효율성을 부트스트랩(bootstrapped) 기법을 활용하여 2013년 단년도의 횡간면 자료를 이용해 효율성을 측정하였으며, 2007년부터 2013년까지의 균형패널자료를 이용하여 Malmquist 생산성지수 변화율 분석을 실시하였다. 연구결과, 먼저 CCR모형의 기술효율성 전체평균은 38.81%로 나타났으며 18개 지자체 중 김해시와 진주시 2개의 지자체만 효율적인 것으로 나타났으며, 16개 지자체가 비효율적인 것으로 분석되었다. 부트스트랩 기법을 적용한 경우 평균 효율성은 37.81% 였으며, 진주시가 가장 효율성이 높은 지자체로 나타났고 RTS의 경우 창원시만 규모 수익체감을 나타냈으며, 15개 지자체의 경우 규모수익체감의 결과를 보였따. Malmquist 생산성 자수 변화율에서는 연평균 16%정도의 생산성 감소가 일어났으며, 생산성 지수의 세부구성요소 모두의 지수변화율에서 감소한 것으로 나타났다. 즉, 기술효율성 변화율에서는 연평균 6.14%의 감소가, 기술변화에서는 10.41%의 퇴보가, 순기술효율성 변화율에서는 6%, 규모효율성 변화율에서는 0.16%의 감소가 있었다.

This research aims to measure the efficiency about the Civil Appeals of 18 local governments in Gyeongsang-Namdo of 2013 year and further evaluate their productivity growth during the period of 2007-2013, using the Bootstrapping DEA and Malmquist Productivity Index(MPI). The results show that the bootstrapped average efficiency score of the 18 local governments in Gyongnam is 37.81%; and the primary reason got their inefficiency is Pure Technical Efficiency (PTE), rather than Scale Efficiency (SE). Second, according to this research, the annual productivity of the 18 local governments decreased 16% and the efficiency of its all parts, including an annual technological change and an technical efficiency, also decreased. Third, both PTE and SE decreased at an annual rate of 6% and 0.16%, respectively.
