The Justice and Development Party promotes the presidential system versus the parliamentary system within the context of a new constitution in Turkey. The main question of this study is “Is a Presidential System Suitable for Turkey?” and in order to find the answer to this question the three main government types – presidential, parliamentary and semi-presidential –in democratic countries are analyzed. This study also analyzes how the Presidency was arranged in Turkish Constitutional system, election of President and how the duties and responsibilities of the President were resembled in 1924, 1961 and 1982 Constitutions. This paper will evaluate the ongoing suggestions for the transition to a presidential system, a change of the type of government, and the possible problems that might be faced if the presidential system is implemented in Turkey.
