Research Tendency and Hypothetical Scenarios on Moral Stress

공직자의 재량적 의사결정은 개인에게 개별 의사결정에 있어서 무엇이 옳고 최선인지에 대한 판단의 권한을 부여함으로써 책임성과 자율성을 부여하는 이점을 지닌다. 그러나 동시에 개별 의사결정에서 무엇이 옳고 최선인지의 판단에 있어서 내적 혼란과 갈등을 야기하게 될 수 있다. 이러한 내적 혼란과 갈등에서 야기되는 스트레스를 공직자의 ‘도덕적 스트레스’라고 한다. 한편, 공직자의 재량과 가치판단에 대한 논의는 오랜 역사를 갖고 있지만 재량의 행사와 가치판단에서 야기될 수 있는 ‘도덕적 스트레스’에 대한 연구는 거의 찾아보기 어렵다. 이에 본 연구는 ‘도덕적 스트레스’의 기존 연구의 이론과 분석에 대한 경향을 살펴보고, ‘도덕적 스트레스’ 발생에 대한 이해를 돕기 위하여 현장(정부조직)에서 발생할 수 있는 가상의 시나리오를 탐색 및 제시하였다. 본 연구는 이러한 시론적 작업을 통해 아직은 미흡한 행정학 분야에서의 도덕적 스트레스 연구를 추동하는 것을 목적으로 하고 있다.

Although discussion about discretion and value judgement of public administrators has long history, there has been few research on study of moral stress related to use of discretion and value judgement. Considering this aspect, as a preliminary study, the aim of this study is to review literatures on moral stress in order to identify analytical tendency and to suggest hypothetical situations that moral stress occurs. Through theoretical literature review, this study identified that moral stress can have important meaning in public organizations and there has been few research on moral stress in the public sector. In addition, in order to help understanding stress situations, hypothetical scenarios that can occur in public organizations were suggested.
