재난안전관리 공무원 교육훈련에 관한 연구

A Study on Education and Training of Public Servants in the Field of Disaster and Safety Management in Korea

세월호 사건 이후 재난안전관리 교육훈련 논의가 활발하게 진행되고 있다. 일반 국민의 경우 안전교육의 저변 확대를 통해 사건·사고 발생률이나 피해 정도를 낮출 수 있고, 공무원의 경우 전문성 향상을 통해 재난안전 사건·사고를 미연에 방지하거나 발생시 효과적 대응과 복구를 가능하게 할 수 있는 것이다. 이 논문은 재난안전관리 공무원 교육훈련에 대하여 문제와 대안을 중심으로 분석하여 향후 정책방향의 설정에 일정한 함의를 제시하고자 하였다. 분석결과는 다음과 같다. 설문조사에서는 재난안전관리 공무원 교육훈련의 각 항목에 대한 충분성 인식이 전반적으로 낮게 나타났고, 특히 현장·체험 중심의 교육, 관련 시설·장비, 직무 맞춤형 교육훈련 프로그램, 국가 차원 재난대비훈련의 충분성이 낮게 나타났다. 교육훈련의 효과성은 보통보다 약간 높은 수준에 불과하였다. 델파이조사에서는 여러 대안이 수집되었고, 교육훈련 자원강화 대안 중에는 교육훈련 강사 자질 강화, 전담 기관 신설, 시설·장비 강화 등의 대안이, 교육훈련 프로그램 혁신 대안 중에는 현장·체험 중심, 직무 맞춤형, 종합적 프로그램 마련 등의 대안이, 교육훈련 제도 보완대안 중에는 교육훈련 기본계획 마련, 관리자 교육훈련 강화, 공무원 교육훈련 지원 등의 대안이 우선순위가 높게 나타났다. 이를 기초로 일정한 정책적 함의를 제시하였다.

Disaster or safety managers in public organizations need to be educated and trained to increase their expertise. This study aims to analyze problems and alternatives of the education and training (E&T) system in the field of disaster and safety management (DSM) in Korea. It conducted two surveys: a survey to public servants in the DSM to identify problems and a delphi survey to experts to develope alternatives. The first survey revealed that there were some severe problems in the whole E&T system. The delphi survey consisted of three rounds to collect diverse alternatives. The study suggests three alternatives. First, the government should support more resources such as trainers, organizations, and F&E. Second, it needs innovation of E&T programs to be more focused on field experience, customization, and comprehensiveness. Lastly it should complement some institutions of E&T like establishing a master plan, repairing senior E&T program, and increasing supportive methods for public employees’ E&T.
