진보주의 교육사조에 토대를 둔 한국 교육개혁의 역사적 변천과정 탐색

A study on historical changes of progressive educational reforms in Korea

최근 진보주의 교육사조에 토대를 둔 교육개혁 움직임이 활발하다. 21세기에는 종래의 전통적인 교육과 다른 교육 체계를 구축할 필요가 있다는 인식 하에, 학문중심의 학교교육의 틀을 사회적 요구와 학생의 흥미를 고려하여 새로운 시스템으로 개혁하려는 시도가 다양하게 이루어지고 있다. ‘꿈과 끼를 키우는 행복교육’을 지향하며 시작된 자유학기제는 그 대표적인 예다. 이와 같이 현재 진행 중인 진보주의 교육개혁이 현장에서 의미있는 결실을 맺기 위해서는 그와 유사하게 학교교육을 개혁하고자 했던 과거의 교육개혁 사례들을 되돌아볼 필요가 있다. 이 글은 최근 부각되는 진보주의 교육개혁이 그동안 한국 사회에서 어떻게 전개되어 왔는지 그 역사적 변천과정을 살펴보고 시사점을 얻는 데 주된 목적이 있다. 해방 직후 ‘새교육운동’, 1970년대 ‘자유학습의 날’, 1990년대 ‘열린교육’과 ‘책가방 없는 날’, 그리고 최근의 ‘자유학기제’에 이르기까지 진보주의 교육 사상에 기반한 교육개혁 흐름을 이해하고, 이로부터 현재 진행 중이거나 미래의 잠재적인 교육개혁에서 유념해야 할 점에 대해서 생각해 보고자 한다. 이를 위해 먼저 진보주의 교육의 사상사적 배경과 특징, 국내외 진보주의 교육개혁 동향에 대해 이론적으로 검토해 본다. 이어서 한국의 진보주의 교육정책의 변화와 특징을 1) 도입맥락과 취지, 2) 운영 내용과 방법, 3) 지속 기간과 실행의 저해 요인으로 나누어 살펴보았다. 마지막으로 진보주의 교육개혁의 역사적 변천과정에서 나타나는 쟁점과 시사점에 대해 논의하였다.

Recently the educational reform based on progressivism has received much attention in schooling. This trend results from the recognition that traditional school system focusing on academic curriculum needs to be changed according to new social demands. As a part of this trend, Ministry of Education in Korea has been actively implementing the policy of ‘Free Semester Program’ based on progressive education. However, there has been little discussion on process of changes in the progressive educational reforms in Korea. Under these conditions, the purpose of this study is to understand the historical changes in educational reforms based on progressive education in Korea after liberation until now. Concretely, it consists of ‘New Education Movement’ in 1950s, ‘Free Study Day’ in 1970s, ‘Open Education Movement’ and ‘Schoolbag Free Day’ in 1990s, and ‘Free Semester Program’ in 2010s. In order to obtain this purpose, 1) we examined the theoretical background of the progressive education, 2) analyzed the characteristics of progressive educational reforms in Korea in respect of introducing context, implementing framework, cause of hindrance, and lastly 3) discussed some implications of educational reforms based on progressive education in Korea.
