사학기관 수익용 기본재산의 위탁개발에 관한 연구

A Study on Consignment Development of Basic Property for Profit of Educational Foundation

본 연구에서는 사학기관의 재정건전성을 제고하기 위하여 수익용 기본재산의 효율적 이용을 위한 활용방안을 모색하였다. 이를 위해 사학기관의 수익용 기본재산 확보기준에 대한 법적 근거 및 수익용 기본재산의 현황을 살펴보고, 한국자산관리공사의 위탁개발·관리 사례분석을 통해 사학기관 수익용 기본재산의 활용방안에 대해 살펴보았다. 사학기관의 수익용 기본재산 수익률은 평균적으로 법적 기준인 3.5%에 미치지 못하고 있었다. 이는 사학기관이 수익용 기본재산 활용에 대한 전문적인 지식과 경험 및 개발에 따른 비용 부족으로 발생하는 문제이다. 이에 수익용 기본재산의 전문적이고 효율적인 활용을 위한 방안으로 위탁제도를 검토하였다. 위탁제도 사례로서 한국자산관리공사의 대구시민회관, 남구청사 리모델링 위탁개발 및 서울공유재산 위탁관리 사례를 검토한 결과, 위탁개발을 통해 임대수익 19억원 창출 및 재산가치 7,455억원 증가 효과, 위탁관리를 통해 150배의 수익차이를 발생시켰다. 따라서 위탁제도를 통해 사학기관은 수익용 기본재산을 효율적으로 활용하여 수익성을 제고시킬 수 있을 것으로 기대된다.

1. CONTENTS (1) RESEARCH OBJECTIVES In this study, we sought effective ways of using Basic property for profit in order to improve the financial health of Educational foundation. (2) RESEARCH METHOD We have reviewed the current status of the Basic property for profit and legal basis to the secure standard for Basic property of Educational foundation. Also, Through a case study of Consignment Management and Consignment Development of KAMCO was seeking the utilization of Basic Property for Profit. (3) RESEARCH FINDINGS Through case analysis of KAMCO, it was found that Consignment Development was generating rental income 1.9 billion won, the property value increased 7455 billion and Consignment Management was generating a difference of 150 times earnings. 2. RESULTS In this paper, we suggest educational foundations should utilize consignment development and consignment management for their financial health.
