지자체의 지역축제 정책결정을 위한 우선순위에 관한 연구

A study to Evaluate the Order of Priority between Local Festival Events - the case of Jeju s festival events-

제주관광발전과 지역경제 활성화 측면에서 지역축제의 중요성을 고려할 때 현재 제주지역 축제와 관련된 정확한 평가체계의 필요성이 제기되고 있다. 실증연구는 이론적인 연구를 근간하여 나온 예측모형을 기초로 하여 예비조사, 델파이 조사를 전문가를 대상으로 하여 축제속성을 파악했고, 제주에서 실시하는 축제들 중 1억원이상의 지원을 받는 축제를 대상으로 우선순위를 도출하기 위하여 전문가를 대상으로 AHP 분석을 실시하였다. AHP 분석을 실시한 결과 지역의 문화축제인 들불축제가 최우선순위로 채택됐고, 체험프로그램구성 및 체험기회, 프로그램 적합성 및 짜임새가 가장 중요한 속성으로 나왔다. 이연구의 결과를 토대로 이벤트기획자들에게는 지역 축제 이벤트를 효과적으로 운영하기위한 정책적 기획에 도움을 줄 뿐 아니라 지방정부에게 현존하는 축제들에 가장 효율적으로 지원체계를 줄 수 있는 방안을 제시하였다.

The purpose of this study will examine the importance of the attributes and an order of priority with respect to festivals held on Jeju Island. A preliminary Delphi survey was conducted with experts involved with festival events to determine the parameters and composition of festival assessment characteristics. AHP (Analytic Hierarchy Process) was conducted with festival experts to examine more closely an order of priority of festivals. The findings from the AHP (Analytic Hierarchy Process) show that the most important assessment indicators for local festivals in Jeju are the festival program in the general assessment category, and in the more specific assessment items, direct experience programs and suitability of the festival . This study presents a model to evaluate festival characteristics and posits a specific order of priority for local festival events in Jeju Island. The results of the study should not only help event organizers strategically plan and manage local festival events, but also show the local government how to most effectively allocate its festival funding among the existing festivals.
