정책 수요자 요구에 근거한 노인 문화예술교육의 방향 제안

Suggestions for a direction of seniors' culture and art education based on demand of policy consumers

본 연구는 노인 문화예술교육에 대해 수요자 중심적 접근을 시도하기 위해 노인 참여자들의 요구 및 만족도를 분석하고자 한다. 나아가 정책대상자의 실질적인 요구수준을 파악함으로써 향후 노인 문화예술교육 지원사업과 정책의 방향성을 제안하고 사업을 활성화하기 위한 전략들을 제안하는 것이 궁극적인 목적이다. 이를 위하여 본 연구에서는 2011년 노인 문화예술교육 지원사업 프로그램에 참여한 노인들을 대상으로 문화예술교육에 대한 요구 및 만족도 수준을 조사하였다. 회수된 528명의 설문지 중 불성실하게 응답한 설문지를 제외한 후 496명의 자료를 최종 분석에 활용하였다. 구체적 인 조사내용은 사회인구학적 특성, 참여프로그램 실태, 문화예술교육에 대한 요구, 지 원사업의 만족도 등을 포함하였다. 조사결과, 노인의 요구를 고려한 노인 문화예술교육 지원 분야의 다양화와 학습집단의 세분화가 요구되었다. 즉 노인 문화예술교육 지원 분야를 다양화하되, 특히 연극에 대한 지원을 확대하고 그 외에도 영화, 영화와 공예, 음악, 문학, 무용, 미술, 사진 등 새로운 분야에 대한 강사 양성과 지원이 필요하다. 그 리고 노인 문화예술교육 전문강사 양성의 활성화, 실기 중심의 교육 강화, 자원봉사 소 양교육 포함, 프로그램지원사업의 지원규모 확대 등이 요구된다. 이에 맞춤형 문화예술 교육 프로그램 개발, 관리시스템의 체계화, 문화예술강사의 전문성 확보와 지속적 관 리, 사업수행기관과의 협력체계 강화, 문화예술교육을 통한 노년기 사회참여의 단계적 확대, 노인문화예술교육의 성과분석 체계 개발 등의 과제가 요구된다.

The purpose of this study is analyzing demand and satisfaction of senior participants to attempt consumer-oriented approach for seniors' culture and art education. The ultimate objective of this study is to suggest a direction of projects and policies supporting seniors' culture and arts education and to suggest strategies for activating the projects by analyzing demand of policy consumers. Concretely, in 2011, this study conducted a survey targeting seniors who participated in programs implemented by seniors' culture and arts education support project to investigate seniors' demands and level of satisfaction. Out of 528 questionnaires, 496 questionnaires’ data, who had answered sincerely, from survey were analyzed and used as final source for the study. Detailed survey contents include demographics, actual condition of the programs, demands of culture and arts education, and satisfaction with the supporting projects. The result of the survey shows its necessary to diversify supporting fields of seniors' culture and arts education considering the seniors’ needs and segmentation of learning groups. Especially, it is necessary to increase the support for plays and also increase the support for training instructors in new fields such as movie, movie and crafts, music, literature, dancing, art and picture. Vitalizing a training of seniors' culture and arts education specialist, reinforcing a practical skill-oriented education, inclusion of volunteer work education, and magnifying a scale of the program supporting project are required.Therefore, it is required to develop customized culture and arts education programs, systemize management system, increase a level of professionalism of the culture and education instructors, continuously manage their competency, strengthen the cooperation between project-fulfilling agencies, gradually expand seniors' participation of the social activities and develop a performance analysis system of the seniors' culture and arts education.
