생활스포츠복지관점에서의 통합체육회의 재정운영에 대한 헌법정책적 고찰

과거 복지재정에 관한 고찰 이후에, 우리나라의 복지국가의 문제점 가운데 폭발적인 의료비 증가 문제를 해결하기 위해 고민하는 중 이에 대한 국가적 해결책으로 통합체육회가 발족됨에 따라 통합체육회의 재정운영을 논하면서 이와 함께 스포츠복지를 통한 헌법 정책적 입장에서 재정적 해결책을 고찰하였다. 고령화현상으로 인하여 수혜자 및 급여가 증가할 가능성이 높은 국민연금(기초노령연금), 최근에 문제되고 있는 공무원연금과 건강보험(노인장기요양보험)이라는 장기적 재정부담 요인도 존재하며 저출산과 청년실업의 증대로 인해 상대적으로 노인들의 복지재원마련이 어려워 보이지만 한편으로는 노인들의 정치적 표의 결집으로 인해 더 많은 재원이 투입될 수도 있다고 보인다. 근본적으로 우리나라의 고령화의 특징은 고령인구가 빈곤과 안 좋은 건강상태 하에서 생명만 연장되었기에 향후 엄청난 의료비의 증가는 지극히 당연한 것으로 보이고 이는 국가적으로 젊은 세대와 국가에게는 큰 재앙이 될 것으로 전망된다. 이러한 문제를 해결하기 위해서라도 보다 근본적인 차원에서 생활체육에 지금보다 훨씬 금액의 예산책정과 이를 운영할 생활체육지도자를 육성하여야 하며 이러한 생활체육을 통하여 진정한 엘리트체육의 활성화도 이루어 질 것이며 자연스럽게 국민의 권리로서 스포츠권에 대한 논의도 활성화되어야 한다. 복지재정비용 중 스포츠복지재정비용은 단순히 소모적인 재정이 아니라 다른 복지재정, 특히 의료복지재정의 비용을 건강한 생활체육을 증가시켜서 획기적으로 줄일 수 있는 가장 중요한 복지재정의 문제라고 볼 수 있다. 이러한 재정투입과 투자를 통하여 이전보다 더 건강한 국가의 틀이 형성되어 건강한 복지국가에 도달할 수 있을 것이다.

This paper would consider sports welfare in disputing financial management of Integrated sports council. Due to aging phenomenon, planning of long-term monetary budget is necessary because of such as national pension(basic senior pension) that has possibility of increasing beneficiaries and pays, public employee annuity and health insurance (long-term care insurance for the aged) which are becoming issues recently. Also, growing number of low fertility and youth unemployment seems to cause difficulty in preparing welfare resources of elderly. However, on the other side, there is an expectation that more resources could be invested because of elderly's political voting power. Fundamentally, as mentioned above, the characteristic of Korean aging is just an extension of life span with poverty and unhealthy circumstances. And for this reason, massive rise of medical expanses is inevitable and this seems like disaster to young generation and state. To solve these matters, it is necessary to appropriate much more budget in 'life Sports' basically and to raise sport leader to run this institution. And by the activation of life Sports, the true vitalizing of elites sports and right of sports will be realized. Among welfare cost of finance, sports section cost is not just consumptive one but the most important matter that can reduce medical welfare cost innovatively by enhancing life Sportss for all. through all these appropriation much more budget input, healthy welfare state with healthier structure can be formed.
