경찰조직문화의 인식 유형이 시민신뢰에 미치는 영향에 관한 연구

A Study on Perceptional Type of Police Organizational Culture and Citizen's Trust

이 연구의 목적은 경찰조직문화에 대한 시민의 인식 유형 중에서 시민신뢰에 유의한 영향을 미치는 경찰조직문화를 분석․파악하고, 시민신뢰를 향상시키기 위한 경찰조직문화의 발전방안을 제안하는 것이다. 이 연구의 조사대상자는 대전광역시의 대전시민대학에서 학습하고 있는 성인남녀 155명을 대상으로 하였고, 독립변수인 경찰조직문화는 합리문화, 합의문화,발전문화, 위계문화이고, 종속변수인 시민신뢰는 신용적 신뢰, 사회적 신뢰, 상호적 신뢰이다. 다중회귀분석의 결과, 유의수준 .05에서 종속변수인 신용적 신뢰, 사회적 신뢰,상호적 신뢰에 통계적으로 유의한 영향을 미치는 독립변수는 합의문화인 것으로 나타났다. 따라서, 경찰조직에 대한 시민신뢰를 더욱 향상시키기 위해서는 합의문화의 측면을 더욱 강화하는 노력들이 필요하다고 여겨진다. 이 연구는 경찰조직문화에 대한 시민인식을 실증적으로 분석한 후 시민신뢰에 영향을 미치는 합의문화를 증진 시킬 수 있는 방안들을 제안했다는 점에서 다른 논문들과 차별화된 중요한 가치를 갖고 있다. 그러나, 이 연구는 대전광역시에 국한된 자료를 수집․분석하였다는 점에서 전국적 일반화의 한계점을 지니고 있다.

The purpose of this study is to analyze the influence of police organizational culture to citizen's trust, and to suggest the methods for advancing citizen's trust. This study conducts the survey on 155 citizen in Daejeon Metropolitan City. By factor analysis on the independent variable, rational culture, consensual culture, hierarchical culture, and development culture are grouped as the independent variables. And by factor analysis on the dependent variable, fiduciary trust, mutual trust, and social trust are grouped as the dependent variables. The results of this study reveal that the citizen's trust to perceptional type of police organizational culture is affected statistically by consensual culture among four cultures. Therefore, to improve citizen's trust, police department must make the effort for spread the consensual culture. The police have to strengthen the consensus culture to receive more credibility from citizens in managing police organization. And, the police manager need to make the policemen and citizens participate in police adminstration.
