A critical Review on Document System and Contents of 2015 Revised National Curriculum

본 논문은 2015 개정 교육과정 총론의 체제와 내용을 분석하여 향후 국가 교육과정 총론 개발에 주는 과제를 탐색하는데 목적이 있다. 이를 위해 2015 개정 교육과정 총론을 검토하고 향후 교육과정 개정을 위한 쟁점과 문제점을 논의하였다. 연구 결과, 2015 개정 교육과정 총론은 장 제목을 ‘학교 교육과정’ 단어 중심으로 통일하여 수정함으로써 학교 교육과정 수준을 강화하 고자 시도하고 있으며, 교육과정 문서 체제를 각급 학교 교육을 포괄하는 방식으로 개정되었다. 교육과정 편성·운영의 기준과 방법에서는, 몇몇 오기와 중복의 문제가 지적되었고, 전체적으로 가독성, 일관성, 명료성을 살려 수정해야 할 것으로 분석되었다. 이 과정에서 2015 개정 교육과정 총론 구성의 변화와 관련해서는 관련 연구 및 타당성 있는 설명이 없다는 문제가 지적되었다. 2015 개정 교육과정 총론의 변화 가운데서 초등학교 관련 쟁점사항인 핵심역량 제시, ‘안전한 생활’ 신설, 개정 기간 단기화 경향 등에 대해서도 추가 논의의 필요성을 제언하였다.

This paper amis at exploring and discussing the issues and challenges on the future development of the national curriculum by analyzing the document system and contents of the 2015 revised national curriculum. To this end, the study reviewed the document system and the characteristics of the main contents and discussed the key issues. The results were as follows: the 2015 revised curriculum tried to strengthen the system configuration for the sake of school curriculum by modifying its chapter headings uniformly with the word ‘school curriculum’ as its center, and amended the revised curriculum document system in a way that covers all levels of school education. In terms of the system configuration on the criteria and ways of curriculum organization and implementation, the problems of several lapses of the pen and duplication were pointed out, and it was analyzed that they should be modified as a whole for the sake of readability, consistency, and clarity. Among the changes of the 2015 revised curriculum, the elementary school-related issues, in particular the key competencies, changes in the curriculum framework and time allotment related to adding ‘Safe Life’, and the short-term trend due to constant revision seem necessary to be discussed further in depth.
