재난관리 예측적 거버넌스 시스템 구축을 위한 시론적 검토

Building the Predictive Governance System for Disaster Management

본 연구는 최근 주목받고 있는 ‘빅데이터 기반의 스마트 재난관리’ 주제에 대해 빅데이터 기술적관점에서 접근하고자 한다. 빅데이터와 재난관리의 현실적인 접점을 ‘재난관리 예측적 거버넌스시스템 구축’에 두고 그 가능성과 현실적 추진방향을 탐색해보고자 했다. 연구목표는 빅데이터 기반의 재난 예측분석 시스템을 구축하기 위한 기술적, 정책적 조건, 고려사항 등을 제시하는 것이다.이를 위해 빅데이터 분석 기술의 진화 흐름 속에서 빅데이터와 예측분석 그리고 재난관리 단계간의구체적 접점과 결합방향을 개념적인 수준에서 모색하였다. 즉, 빅데이터 기술의 구현 방향 관점에서재난관리에 접근해보려는 시도이다. 특히 본 연구와 관련하여 유엔 글로벌 펄스(Global Pulse)의 헌치워크스(HunchWorks) 프로젝트에 대해 살펴보고자 한다. 이에 대한 중요한 사항을 검토하여 빅데이터 기반의 재난관리 예측적 거버넌스 시스템을 정의하고, 시스템 구축 방향을 제언하기 위한 시사점을 도출한다.

This study addresses an outstanding topic of “big data based smart disaster management” from the perspectiveof big data technology. It aims to integrate big data and disaster management to set a realistic directionfor the predictive governance system for disaster management, along with exploring its possibility. The mainobjective of this research is to suggest technological and strategic conditions and other policy considerationswhich would be needed for embodying the big data based disaster prediction system. Using the cases ofthe U.N. Global Pulse and HunchWorks projects, a conceptual analysis was conducted on the ways ofintegrating big data, predictive analysis, and all the steps of disaster management, following the evolutionprocess of big data analysis techniques.
