‘사회적 금융’의 발전방안에 관한 연구:서울시 사회투자기금의 개선을 중심으로

A Study of a Plan to Activate Social Finance: Focused on the Case of Seoul

최근 복지확대에 따른 재정확충 전략으로 사회적금융에 대한 관심이 높아지고 있다. 우리나라에서도 사회연대은행 등 국가적차원에서 도입 및 확대가 이루어지고 있으며, 지방정부 차원에서도 서울시에서 사회투자기금을 운용하고 있으며, 경기도 등 타 지자체의 도입시도가 높아지고 있다. 그럼에도 불구하고 아직까지 사회적금융의 성공을 위한 조건들(법ㆍ제도적 지원, 사회적금융기관의 역량, 투자자의 확보 등)이 미흡한 실정이다. 이에 본 연구에서는 사회적금융의 발전을 위한 법ㆍ제도적 개선방안 및 중앙-지방의 행ㆍ재정적 지원체계 확립, 현 서울시 사회투자기금의 역량강화를 위한 조직개편방안에 대해 시립은행 및 투자전문회사로의 개편을 제안하였다.

The aim of this study is to seek the way to activate social finance in South Korea. Social finance is emerging as the fiscal strategy for increasing the welfare fund. Social finance including social solidarity bank is launching and spreading in centeral government of South Korea. Also, the City of Seoul is operating social investment funds as local government in South Korea. Although social finace is actually operated in South Korea, there have been few studies on the activation of social fund. It is suggested in this study that institutional improvements, supporing system of administrative & fiscal scope and the organizational change for civil bank and investment vehicles to intensify the capacity of social investment fund of the City of Seoul.
