부산광역시 ‘해양수도 건설’의 문제점과 발전방안

The problems and development strategies of ‘Building the Ocean Capital’ in Busan Metropolitan City -The analysis of the structural and institutional perspectives

본 연구는 부산광역시의 ‘해양수도21 기본계획’의 분야별 목표를 확인하고, 선행연구와 지역언론을 통해 각 분야에 대한 현 실태를 평가하는 것을 목표로 했다. ‘해양수도 건설’ 계획의 5개 중점 전략을 평가하기 위한 분석틀은 구조적 관점과 제도적 관점으로 설정하였고, 이를 통해 자료들을 정성적으로 평가했다. 분석결과, 항만인프라 구축 분야에서는 항만의 환경과 안전기준, 다원화된 항만관리기관간의 협의회가 필요하였다. 해양수산 분야에서는 저개발 어장의 재정비, 단계별 산학협력 장려가 요구되었다. 해양문화·관광분야는 축제와 공간을 연계한 관광코스 개발, 역사와 현재가 조화된 관광자원의 개발이 필요하였다. 그리고 해양인력·정보 분야는 해양클러스터 실무진 협의회 개최, 일자리 수요를 반영한 인력양성이 요구되었으며, 해양경제 분야는 해양금융 관련 기관의 협업을 위한 운영방식 개발, 해운거래소 설립과 해양펀드 운영 등이 필요하였다. 본 연구는 해양수도 건설계획에 대한 외부평가 자료를 정성적으로 파악하였으며, 향후 명확한 데이터를 토대로 한 정량적인 분석도 필요한 것으로 판단되었다.

This study was aimed to identify the sectoral goals of ‘Ocean Capital 21 Master Plan’ and evaluate the current state about each field through previous studies and local newspapers in Busan metropolitan city. The analytical framework for assessing the five important strategies of 'Building the Ocean Capital' plan was set to structural and institutional perspectives, and tried to evaluate the data qualitatively through them. As results, it is necessary to make environmental and safe standards, and the conference among the port management organizations which are dispersed in the field of port infrastructure. And also it requires modifying the underdeveloped fisheries and strengthening industrial-educational cooperations step by step in the field of maritime and fisheries. In the field of marine culture and tourism, it is necessary to develop tour courses in collaboration with the festival and space, and tourism resources that are harmonious of history and present. In the field of marine human resources and information, it requires holding the working group conference of marine cluster and carrying out manpower training policies considering demands of work. Lastly the development of the management system for the collaboration of ocean financial institutions is demanded and the establishment of shipping exchange and management of marine fund is required in the field of marine business. This study tried to understand the external evaluation data for the planning qualitatively, it will need quantitative analysis based on specific data in the future.
