호주의 고등교육개혁과 오세아니아 비교교육학 연구동향 분석

Australian higher education reform and comparative education research trends in Oceania

본 논문은 호주의 고등교육 현황과 주요 개형 및 오세아니아 비교교육학의 연구동향을 확인하고자 하는 목적으로 구안되엇다. 최근 들어, 호주정부는 고등교육체네의 노동시장 적합성과 사회변화 대응력을 제고하기위하여 다양한 교육개혁안을 적극적으로 추진하고 있다. 고등교육체제에 대한 국가인증체제 강화, 성과기반 고등교육재정지원, 취약계층 출신 학생의 고등교육참여 활성화를 위한 학생복지 강화프로그램 등이 그것이다. 호주-뉴질랜드 비교교육학회인 ANZCIES는 연차학술대회 개최와 동학회의 공식학회지인 IEJCP의 출간 등을 통해서 오세아니아의 비교교육 연구동향을 대변하고 있으며, 비교교육의 발전추세를 급변하는 국내외 교육여건과 정책환경 변화에 부응하도록 선도하고 있다. 특히, 동학회는 글러벌거버넌스, 다문화교육, 국제협력연구, 소수원주민 교육 등의 시의적 주제를 연차학술대회 핵심논제로 선장하여 심층적으로 다틈으로써 '서계화와 지역화'라는 시대적 패러다임에 부응하기위한 체계적인 노력을 기울이고 있다. 또한 이론 개념연구의 활성화와 더불어 혼합방법연구와 양적 질적 연구를 균형적으로 활용하는 개방적인 연구경향성을 표방하고 있다. 이와 더불어 ANZCIES는 오세아니아 지역을 넘어 아프리카, 유럽, 아시아 등의 비교교육학자들과의 적극적인 연구 협력관계 구축을 통해 비교교육 연구결과의 발전적 확산에 적극적으로 기여하고 있다.

The paper has examined major ideas of policy implementation such as the demand driven system and the Tertiary Education Quality and Standard Agency(TEQSA), relating to higher education reform on Australoa. This paper has also analysed comparative education research trends in Oceania in terms of reviewing contents of 162 articles published in International Education Journal: Comparative Perspective (IEJCP) from 2007 to 2015, since IEJCP is the official journal spomsored by Australian and New Zealand Comparative and International Education Society. The results of the study indicate that some trendy research issues including global governance, international cooperation through education and international, indigenous and multi-cultural imperatives for education have been emphasized by comparative researchers mainly concerned with mulling over a possible means combining the issues of internalization and regionalization in Oceania, and show that a more balanced comprehensive approach including mixed methods research as well as quantitative/qualotative research has been taked into methodology.
