대북정책에 국론이 모아지지 않는 이유

What Splits South Korea on North Korea Policy

북한관(北韓觀)을 놓고 정권마다, 정당마다, 언론매체마다, 전문가마다 제각기 다른 해석과 주장이 충돌하는 이유는 무엇인가. 여론 주도층이 대북정책을 놓고 각기 사분오열된 가운데 국민들로부터 명료한 대북관과 국가전략론을 기대하기란 어렵다. 정확성을 장담할 수 없을 뿐 아니라 수시로 변하는 안보여론보다도 나라의 지도층 인사들이 인지부조화 현상에 더욱 굳게 얽매어 있다. 이것은 그들이 국사(國事)를 대함에 있어서 무사안일주의, 파벌과 정쟁(政爭), 체면과 같은 정책 이외의 요인에 좌우되기 때문이다. 나라의 안위에 결정적인 영향을 미치면서도 국론이 가장 첨예하게 분열돼 있는 주제가 바로 북한 핵문제와 한반도 통일 문제다. 북한 핵문제가 대두된 지 25년이 흐르는 동안 ‘억지력의 구비’와 ‘협상을 통한 해결’ 주장이 갑론을박하는 가운데 우리에 대한 북한의 핵위협은 눈덩이처럼 커졌다. 대한민국이 겪고 있는 안보, 정치, 경제 등에 걸친 리스크들은 대부분 남북 분단 상황에서 기인한다고 해도 과언이 아니다. 관건은 대북제재에 관한 국제공조가 북한의 전략물자 확보 차단에 집중되도록 하고, 북한의 장마당을 활성화하고 주민들에게 바깥세상을 접하도록 하는데 필요한 생활물자와 정보의 공급은 더욱 확대되도록 효과적인 방안을 강구하는 것이다. 북한을 올바른 길로 변화시키고 통일 기반을 잘 구축하려면 우선 대북정책의 목표와 방도가 바로 서야 한다. 그릇된 길로 열정을 발산하면 마음이 아무리 뜨거워도 북한 동포들을 오히려 어려움에 빠뜨릴 수 있다. 소위 사회의 지도층은 여론의 거울인 동시에 여론을 주도한다는 점에서 그 책임이 막중하다. 그 중에서도 국정의 방향타를 결정하는 대통령의 역할이 가장 중요하다.

What causes the national schism on North Korea policy? Why is it that each administration, political party, media outlet, and so-called expert differs in its interpretation and argument regarding North Korea? It is almost impossible to expect a clear-cut national security policy given that opinion leaders’ views are so disparate. Leaders are more firmly captured by ‘cognitive dissonance’ than people on the street because their belief system is determined by non-policy issues such as mannerisms (such as the “peace-at-any-price” principle), factions and political struggle, and pretense. The North Korean nuclear issue and Korean unification are critically important national security issues and yet opinions about them are deeply divided. The North Korean nuclear threat has been snowballing for 25 years while proponents of ‘deterrence’ battle those who favor ‘negotiation.’ It is fair to say that virtually all the risks South Korea faces in the realms of security, politics, and economy stem from the division of the Korean Peninsula. Future North Korea policy depends on denying Pyongyang access to strategic materials while effectively expanding the supply of daily necessities and information so that the North Korean people will be more exposed to the outside world. The goal and means to achieve this should be made clear at the outset if we want to move North Korea in the right direction and establish a stable foundation for Korean unification. North Korean people might be in even more jeopardy if passion is used in the wrong way. Opinion leaders have tremendous responsibilities because they are not only the mirrors of public opinion but also take the lead in shaping public opinion. In this regard, the president’s leadership role is the most important.
