예비군 총기사고에 따른 안전한 사격훈련 시스템 발전 방안 연구

Developing the Safe Shooting Training System in Korea Reserve Forces: In Response to Gunfire Accidents

군대는 국가의 가장 큰 위기관리 조직이다. 그러나 많은 시간과 노력 그리고 자본이 투자되고 발전되어 가지만 군 내부의 기본적인 위기관리와 각종 안전관리를 위한 부분은 유사시만이 아니라 훈련 시에도 완전 무결해야 함은 논할 가치도 없을 것으로 판단된다. 예비군 창설이후 많은 사건 사고가 있어왔으나 2015년 5월 13일 서울특별시 서초구 내곡동의 예비군 훈련장 사고는 국가적 차원의 안전이 중요시되는 시점에서 시사하는 바가 크다. 본 논문에서는 훈련에 임하는 다수 선량한 일반 예비군대원을 보호해야 한다는 목적을 위해 그동안 일부 부대에서 관행적으로 시행된 사격훈련의 내용과 안전보장이 힘들었던 기존 훈련의 한계를 극복하기 위한 방법을 살펴보고 현 사격훈련 방법이 국가 위기 상황 시 전투현장에서 적절한 효과를 발휘할 수 있을까하는 의문을 가지고 예비군의 적극적인 참여를 유도하기 위해 다양한 시스템을 제공하고 성과위주의 자율 참여형 예비군 훈련을 시행하기 위해 안전이 보장된 사격장 환경 조성과 안전 기준 강화 등 안전한 사격 훈련 시스템 방안을 제시하고자 한다.

The military is a country’s largest crisis control organization. Although the military has developed by investment of much time, efforts, and capital, and it is needless to say that the crisis control and safety management must be flawless during a crisis as well the time of peace in the military. There have been many events and accidents since the establishment of the reserve army, but a recent accident has a great implicationin the current situation. In this study, for the purpose of protecting general reserve army members participatingin the training, the conventional training program implemented in some of the army camps was reviewed, and methods of overcoming the limitations of the conventional training program were investigated. With the question whether the current shooting training method is effective in an actual combat situation in a national crisis, a safe shooting training system was proposed in order to provide various programs promotingarmy reserve trainees participation and implementing voluntary participation type army reserve training.
