정부 3.0시대의 경찰정보공유 논의:정보공개 및 공유 체계를 중심으로

Police Information Sharing in Government 3.0 era:with Information Disclosure and Sharing System as a Center

‘정부 3.0’은 국가기관의 정보를 개방함으로써 정보의 활용성을 극대화하고자 하는 패러다임이다. 경찰조직도 이에 맞춰 적극적으로 정보를 공개하고 이를 통해 정보의 효율성을 더욱 극대화하고자 노력하였다.그러나 국정운영 패러다임으로 삼은 ‘정부 3.0’에 경찰은 여러 한계점을 드러내고 있다. 경찰은 공개를 예고한 사전정보공개 항목 중 대부분을 제대로 공개하지 않았으며, 정보공개청구의 제공정보 또한 비공개 비율이 증가하는 등 정보공개와 공유에 소극적인 태도를 보이고있다. 이러한 이유는 형사사법기관의 정보는 인권문제 뿐 아니라 악용의 소지가 많고 조직의 특성과 운영상 비밀주의를 채택하지 않으면 안 되는 특수한 조직 중 하나이기 때문이다.이에 따라 이 연구는 일반적 정보에 대한 논의보다 경찰기관의 정보의 취급방법과 취급에 따른 경찰정보 공유시스템 구축을 논의하고자 한다.따라서 이 연구는 치안정보의 개념은 물론 경찰정보의 특성과 논의를 바탕으로 경찰정보의 공개 및 공유 활성화 방안을 제시하였다.그 방안으로 경찰정보의 안전화와 라이브데이터의 활용, 치안정보의 멀티소스의 활용을 통한 정보수집 및 공유 활성화, 경찰정보의 접근성과 검증절차 확보를 방안으로 제시하였다.

The Government 3.0 Age is a paradigm that is going to maximize usability of information as opening the information of national organization. The police organization is actively trying to open the information to the public maximize usability of government. However, The police that takes Government 3.0 as a paradigm for national administration shows several uppermost limits. The police doesn t open the most of cases they noticed, or closed cases are increasing for offering information of demanded information disclosure, they shows native attitude for sharing information disclosure. Because information of criminal justice organization has the problem of human rights and a lot of making abuse and it is one of the special organization should choose secrecy for organization characteristics and operation. For this reason, the research will discuss the establishment of the police s information sharing system according to dealing method than discussing general information. This research suggest the concept of information security and the police s information disclosure and sharing plans based on characteristics and discussion of police information. As a plan, it is suggested for safety of police information, utilization of live data, information collection and sharing activation through utilization of multi-source of information security, security for accessibility of police information and verification procedure.
