효과적 위기관리를 위한 민간경비 활용 방안

Utilization Plan of the Private Security for Effective Crisis Management

민간경비는 공경비의 한계를 보완할 수 있는 활동으로 국민의 안정 적인 생활에 기여하는 바가 크다고 평가되고 있다. 또한 민간경비는 서비스를 의뢰한 고객을 중심으로 활동하는 것으로 특정적•한정적인 범위에서 안전과 위기에 대한 대응 업무를 담당하고 있다고 말할 수 있다. 최근에는 안전한 생활을 위협하는 예측 곤란한 요소들이 증가하고 있다. 위기는 우리에게 영역의 구분 없이 다양하게 예측 불가능한 모 습으로 나타나 막대하고 심각한 악영향을 주게 된다. 따라서 위기관리 의 측면도 영역의 구분을 따지는 것이 아니라 다양한 부분에서 현실적 인 예방과 대응이 이루어질 수 있도록 변화가 필요하다. 여기에 민간 경비의 역할이 중요성을 갖는다고 볼 수 있다. 이에 본 연구는 위기관리의 종합성(comprehensive)을 고려한 입장에 서 민간경비를 활용한 효과적인 위기관리 방안을 모색하였다. 첫째, 민 간경비의 예방적 기능을 활용하는 방안이다. 둘째, 정보 수집 활동의 활성화이다. 셋째, 위기정보 공유 채널을 마련하는 방안이다. 넷째, 민간경비원을 대상으로 위기관리 교육훈련을 실시하는 방안이다.

The Private Security has been evaluated as a substantial contribution to the stable life of the citizens in activities to complement the limitations of public security. In addition, private security is working as a client who commissioned the services and activities on safety and risk in a limited range. Recently there has been increasing elements that difficult to predict a safe life threatening. Crisis appears variously without distinction of domain, and give a serious, severe adverse effects for us. Therefore, crisis management is not to worry about the distinction the area so that real prevention made to requires a change in the various parts. For this reason, the role of private security is important. The purpose of this study was to explore the effective utilization plan of private security in crisis management, taking into account the comprehensive. First, the way to take advantage of the preventive functions in private security. Second, the activation of the information collecting activities. Thirdly, the plan to prepare the shared channel on the crisis information. Fourth, the plan to carry out crisis management training for private security guards.
