지방교육재정교부금에 의한 누리과정 지원의 문제점과 개선대책

Problems and Its Improvement Plan of Financial Supporting Policy on the Nuri Curriculum by Local Educational Subsidy

이 연구는 지방교육재정교부금에 의해 누리과정을 지원하는 정책의 문제점을 분석한후 개선대책을 제시하는 데 목적이 있으며, 국회회의록, 정부 보도자료, 언론기사, 선행연구 등 누리과정 관련 자료와 문헌을 수집하여 그 내용을 분석하는 방법을 활용하였다. 연구목적 달성을 위하여 먼저 누리과정 재원을 둘러싼 갈등의 양상과 교부금에 의한 누리과정 지원의 배경을 분석하였고, 교부금에 의한 누리과정 지원의 문제점으로 법적 근거가 모호하다는 점과 당초 정책 도입의 전제조건이 충족되지 않고 있다는 점, 초･중등교육의 동반 부실화를 촉진하고 있다는 점을 제시한 후, 개선대책으로 지방교육재정구조 개편을 통하여 누리과정 재원을 확보할 것을 제안하였다. 구체적인 구조개편 방안으로, 누리과정 재원을 안정적으로 확보하기 위하여 내국세교부율을 인상한 후 유아교육교부금을 별도로 신설하는 방안, 특별교부금사업을 축소하고 동시에 국고보조사업을 확대하는 방안, 교부금 예산과 결산 차액을 정산하는 제도를 보완하는 방안, 지방교육재원 배분의 불균형을 해소하기 위하여 시･도교육청의 자체노력을 유도함과 동시에 안정적인 교육환경개선비 투자를 위하여 교육환경개선특별회계나 교육환경개선비계정의 설치를 제안하였다.

The purposes of this study are to analyze problems of financial supporting policy on the Nuri Curriculum by local educational subsidy and to propose its improvement plan. To accomplish the purposes, related data and literature - National Assembly Minutes, press release, news, articles, statistics of educational finance and so on - to Nuri curriculum and its financial supporting policy was analyzed. Proposed improvement plan are as follows: Measure to increase subsidy rates and to divide the preschool education subsidy from general subsidy. Measure to reduce the national policy project by special subsidy and to expand national subsidy program. Measure to reform the system to adjust the difference between the internal, education tax budgets and the settled accounts. Measure to establish the special account for improvement of educational environment or the expenditure for improvement of educational environment.
