지방자치의 활성화를 위한 지역언론의 방향과 과제

A Study on the Issues and Directions of Local Press for Improving Local Self-Government

지난 20년의 지방자치와 지방분권이 어떻게 평가되고, 그 평가가 어떻게 주민들에게 전달되어 체감되느냐에 따라 주민들이 지방자치와 분권을 보는 시각이 달라질 것이고, 나아가 향후의 한국 지방자치와 분권의 방향과 수준 및 내용을 좌우하게 될 것이다. 이런 차원에서 지방자치가 부활한 이후 최근까지 운영된 지방자치의 주요쟁점들에 따른 성과를 평가하고, 그 과정에서 제기된 문제점을 지역언론과의 관계를 중심으로 살펴보고, 이를 토대로 향후 지방자치와 지방분권의 활성화를 위한 과제 그리고 이를 위한 지역언론의 역할과 과제들을 모색해 보는 것은 지방자치가 성년이 된 시점에서 의미있는 일이 될 것이다. 요약컨대, 한국 지방자치와 분권은 지난 기간 험난하고 고단한 여정을 보냈다. 하지만, 대한민국 선진화의 토대를 만든 만큼, 앞으로 보다 성숙하고 행복한 미래 사회를 향해 새로운 여정을 준비해야 할 것이다. 여기에 지역언론의 새로운 역할과 노력이 절실하다. 지방자치시대 지역언론은 주민들에게 공정하고 정확한 지역정보를 제공하여 지방자치를 활성화시키는 역할, 지방행정과 지방의회에 대해 감시·비판하는 역할, 그리고 지역사회에 자치문화를 배양하고 확산하는 중요한 역할을 수행해줘야 만 지방자치와 분권이 지역민들의 품속에 자리잡을 수 있기 때문이다.

How can the last twenty years of local self-government and decentralization be evaluated, how can that evaluation be conveyed to residents in a way that changes their perception of local self-government and decentralization, and how can that evaluation further influence the direction and level of local self-government and decentralization in Korea? While evaluating the performance of the major issues involved in the operation of local self-government from its rebirth until now, the examination process revealed a relationship between emerging central problems and the local media. Based on this relationship, seeking future tasks involved in the revitalization of local self-government and decentralization and exploring the role of local media will be a meaningful task for local self-government. In summary, Korean local self-government and decentralization has gone through a long and arduous period. However, as much as Korea has created a foundation for advancement, it has to prepare for a continuing journey towards a more mature and happy future society. The new role and efforts of local media are imperative to this. In this era of local self-government, the fairness of local media to residents and the accuracy of the local information they provide, along with local media’s role as an enabler of local government is overseen by local administration and local council. Only if local media performs the diffuse and important roles of critic, and nurturer of the cultural autonomy of local communities, can local self-government and decentralization truly find their place deep into the hearts of local residents.
