부산항의 신항-북항 이원화 운영에 따른 사회적 비용 추정 연구

A Study on Social Cost Estimation by Dualized Operation of Busan Port with New-port and North-Port

본 연구의 목적은 부산항이 신항과 북항으로 이원화되어 운영됨에 따라 향후 발생이 예상되는 사회적 비용을 추정하는 것이다. 본 연구에서의 사회적 비용 추정은 선사와 같은 시장 참여자가 직접 지불하는 물류비용과 교통량 증가에 따른 사회적 편익을 중심으로 수행하였다. 이를 위해 현재 북항의 선사별 물동량 처리 여건을 고려한 장래 북항 물동량을 시나리오별로 전망하고, 전망된 물동량을 기반으로 2020년까지 발생할 사회적 비용을 추정하였다. 결과적으로 부산항이 신항과 북항으로 이원화 운영되면 2015~2020년 기간 시나리오별로 4,195~4,368억원의 사회적 비용이 발생하는 것으로 추정되었다. 이는 신항에 3선석의 신규 컨테이너 부두를 개발할 수 있는 금액과 유사한 수준이다. 즉, 필요한 시설을 적기에 개발 하지 못해 개발용만큼의 사회적 비용이 낭비되는 것이다. 또한, 부산항과 같은 환적항만의 이원화 운영은 환적화물 처리 효율성과 비용경쟁력을 약화시키는 요인이 될 수 있다. 따라서 부산항 신항은 적기에 추가적인 시설을 확보하는 것이 무엇보다 중요하며, 이를 통해 부산항의 환적효율성을 제고하고 비용경쟁력도 확보할 수 있을 것이다.

Purpose : This paper aims to estimate social cost of Busan port that will be expected to generate from dualized operation with new-port and north-port. Research design, data, methodology : The Social cost in this paper has estimated mainly internal cost that has been paid directly from market player such as shipping line. For this, this paper has forecasted container throughput of north port to 2020 take into account cargo handling condition by lines and has estimated social cost that will be generated to 2020 based on forecasted throughput. Results : Social cost that will be generated by dualized operation of Busan port is estimated to total 4,195~4,368 hundred million won by scenario in the period of 2015~2020. The size of estimated social cost in this paper is equivalent to the construction cost that can develop new three mega berth in the new-port. Therefore, the unnecessary cost is to be wasted because of it hasn't constructed timely of new terminals. Also, dualized operation of transshipment port, such as Busan port, can be the factor that weakening effectiveness for handling transshipment cargo and cost competitiveness. Conclusions : To supply additional new terminal to Busan new-port timely is more important than others. This also will increase effectiveness for handling transshipment container and seize cost competitiveness of Busan port.
