The era of Consumer Protection Acts was opening according to an enactment of the consumer protection(the framework act on consumer) act and an amendment of the constitution in 1980. It is necessary to continue the development of consumer protection laws and institutions because consumer issues are changed and varied according to the development of the market. For this, it is a problem to be solved most of all that Who is a consumer. Consumer Protection Acts define that consumers are those who use (including utilization; hereinafter the same shall apply) the goods and services (including facilities; hereinafter the same shall apply) provided by enterprisers for their daily lives as consumers or for their production activities, who are designated by Presidential Decree. Therefore, a business is also a consumer. But It is not suitable that a business is recognized as a consumer because a consumer is a weak in relation to a business. Therefore, a consumer should be limited to a natural person. And a consumer will be defined as not a positive way but a negative way. Finally, the person who purchased the goods with dual purpose should not be considered as a consumer.
