From the resource based view, governance can be acknowledged as another resource because profit can be made by sharing resource on mutual intimacy. Regarding of governance as another resource, this study investigated the effect of governance and the moderating effect of governance on the relationship between governmental policy support and firm performance. 158 survey data obtained from four medical clusters (Songdo, Gwanggyo, Wonju, and Daeduck) are used for this study. The empirical results are reported as belows. First, the positive effect of governance on firm performance is reported. Second, the moderating effect of governance on firm performance is partially supported. Third, from another analyses in using a dummy variable about research institute, the effect of the interaction term (governance and technology support) positively affect sales improvement when firms have no research institutes. And the effect of the interaction term (governance and technology support) positively affect productivity improvement regardless of absence of firms' research institutes. This result means conflict could be happened from the process of mutual consensus.
