Study on the South Korea's Corruptions History (I): Focus on Patterns and Characters of Political-Business Ties During Time Period from the National Liberation to the Civilian Government (1948-98)

This study focuses on chronology and typology of corruptions which have been mainly and eventually conspired with administrative bureaucrats in the modernization time period in South Korea. Public officers' grafts and corruptions have been observed as serious problems in South Korea's society, particularly during the early days of the national foundation. It is still widely believed that corruption is endemic in the country's bureaucratic and political arenas as well. This research work deals with several important issues stemming from the epidemic of corruptions in the administrative sector during the country's early days such as: 1)understanding various meanings of 'corruption'; 2)investigation on causes of bureaucratic corruptions; 3)finding out various illustrations and phenomena of corruption and illegality along with several characteristic time periods; and 4)proposition of key anti-corruption measures and preventive mechanism of bureaucratic corruptions. In conclusion, the country's administrative and political areas (even tied with major private business conglomerates) were not exposed enough to opportunities of corruption-prevention mechanisms owing to: 1)the public administration less likely undertook reorientation projects for inculcation and promotion of public servant's ethics; 2)legislators were lazing around (or even enjoying) not enacting and not promoting effective anti-corruption mandates, and not providing relevant institutional apparatus for anti-corruption measures; 3)civil sector did not start or reinforce transparency movements for socio-cultural environments; and 4)the South Korean publics did not have the stance to galvanize themselves to promote the decentralization of political power and rationalization of administrative procedures at the dawn of their modern country.
