사회적 자본 관점에서 정책협력의 동인 분석

An Analysis on Policy Cooperation from the Perspective of Social Capital

Although policy conflicts and confrontations between the government and citizens have been usually witnessed - regardless of the scope and scale of policy - in modern pluralized policy processes, policy cooperation between the two sides might also have taken place often. In the policy cooperation, social capital, which usually influences policy process through two mechanisms - structural and behavioral aspects, is more likely to play greater significant roles than any other factors. In regard to structural aspects, open and transparent communication and collaboration systems should be established to reinforce social networks; in addition, in terms of cognitive and behavioral aspects, reciprocity and trust among social and political actors would be more needed with a view to enhancing collaborative and participatory activities. In this context, this article aims; first, to analyze two different policy cases in regard to policy conflict and cooperation comparatively; second, to review the factors of policy cooperation in pluralized societies in the perspective of social capital; finally, to argue that policy cooperation between the government and citizens is more likely to increase in a society with more social capital accumulated than in those with less one.
