Research on behavioral variables for accepting undue solicitation and internal control system: Introduction for solicitation report system

Research aims to improve the culture and public officials mindset to stem out undue solicitation causing factors. To eradicate the culture emphasizing paternalism and cronyism, the government has to root out influence-peddling and favor soliciting. this research can help public officials predict variables of situations by case and by kind of solicitations. this research identified four forms of solicitation causing factors. This general solicitation model provides for the influence of individual characteristics, environmental forces, decision-making influences and organizational structures that may influence peddling and favor-soliciting. The implications may involve protective and reactive strategies to avoid unethical behavior. the purpose of this research is to present a general model of pretection for solicitation and introduce solicitation report system. this system could be responded to unhealthy solicitations in a more resonable and systematical manner.
