Determinants of Public Officials' Unethical Behavior

In the theoretical review, we identified impact variables of public officials' ethics as ethical risk, and personal, institutional and cultural factors. Based on this theoretical framework, we have constructed a model for analyzing determinants of public officials' unethical behavior. We operationally defined unethical behavior as violation of codes of ethics. Identifying determinants of unethical behavior may contribute to the creation of ethical infrastructure that affects an interaction of certain personal and situational conditions. The results of multiple regression analysis show that ethical risk and ethical organizational culture are significant and robust predictors of unethical behavior. The higher the ethical risk, the more frequently the unethical behavior is discovered. The higher the level of ethical organizational culture, the less frequently the unethical behavior is discovered. Among demographic factors, sex turns out to be significant, positing that females are more sensitive ethically rather than males. Ethical code of conduct is not statically significant. We assumed that ethical code of conduct affects ethical organizational culture and indirectly affects unethical behavior. The result of simple regression analysis shows that ethical code of conduct is an impact variable of ethical organizational culture. Based on the findings of the empirical analysis. we have presented some policy implications for improving executive branch ethics in a government.
