The purpose of this study is to experientially verify the effectiveness of the local government's corruption control strategies. With this aim, the study conducted a questionnaire survey targeting civil officers of Ansan City local government of which the integrity has been markedly improved from among other local governments. The early theoretical research model established an inner control, an outer control, the leadership, and an ombudsman as corruption control factors. When looking into the results of a statistical analysis, first, the active disclosure of works affected all experiential corruption, and the level of fairness and transparency, and accountability. Second, in the improvement of the experiential corruption level of local civil officers, leadership such as the active will of corruption prevention by a mayor and appropriate inner control are effective. Third, for the level of the fairness and transparency for local administration, both inner-outer control factors were influential. Fourth, the level of accountability for administrative results was affected by the leadership of a mayor and inner control factors. However, nongovernmental cooperation and ombudsman activity were discovered as being ineffective in corruption control.
