A Study on the Establishment of Creative Partnership between the Civil Group and the Public in Korea

The delivery of public services in Korea has changed dramatically over the last two decades. Increasingly, government has been withdrawing from the direct delivery of public services and programmes while the importance of civil groups including voluntary organizations has grown. However, the partnership between the public and the civil group has been criticised for mutual distrust, considerable gaps in mutual understanding, underestimating the conflicting demands and pressures that the partnership faces, and presenting solutions that are difficult to implement in practice. These shortcomings point to the need for understanding of the way the partnership work that is grounded in deep studies of the partnership. This paper finds out how to create more effective partnership system between the civil groups and the administration in Korea affecting the governance of the public and the civil group.
