Evaluating Whistleblowing Movement and Seeking the Development Plans for the future

Since the democratic uprising in June 1987, whisleblowing began to appear in earnest as one of organizational phenomena. When looking back on the history of whistleblowing in the past 20 years. there have been active whislteblowing movements. Whistleblowing movements, at large, have been faithful to two roles. In other words, the movements have continued as the principal of the movement for the legislation of the protection of whistleblowing and as a main window of whistleblowing or as a supportive power. In this regard, the movements have been successful, but there are some limits, including the lack of the systematic supportive system for whistleblowers. Based on this, the direction of future movements can be suggested as follows. In other words, it is the expansion of the roles of unions, including the spread of the justice of whislteblowing through PR and education and the preliminary prevention of corruption, the efforts for more powerful modification, the expansion of the roles as a window of whistleblowing, thoroughly demanding the truth for the contents of whislteblowing, the concentration on recurrence, seeking practical supportive plans through the establishment of a fund for whistleblowers, strengthening the international cooperation and the cooperation with the related national organizations, the suggestion for the conscience confession commission, and civil unions. Together with this, NGOs aiming at the specialized movements through specializing whistleblowing are also required. Above all, the creation of social environment ensuring the courageous practices based on the spirit of whistleblowing should be the key challenge for the movements.
