구조방정식 모형을 활용한 건설산업의 투명성 제고 효과 분석

Analysis of Transparency Improvement Policies in Construction Industry by Means of Structural Equation Model

본고는 우리나라 건설산업을 대상으로 시행했던 투명성 제고 정책들을 분석하는 것을 목적으로 한다. 건설산업에 종사한 전문 경력이 5년 이상인 전문가들을 대상으로 설문조사를 하고 구조방정식 모형을 활용하여 분석하였다. 먼저 건설공정 6단계 가운데 시공과 감독 과정에 역점 을 두는 것이 건설 투명성 제고 정책을 보다 효율적으로 시행하기에 유효할 것으로 분석되었다. 투명성 제고 정책은 제도적 측면, 산업구조적 측면, 사회문화적 측면 등 세 가지 영역에서 고려되어야 한다. 구체적으로, 건설계약 및 설계변경과 관련된 정책들이 투명성 제고에 상대적으로 효율적일 것으로 분석되었다. 기존 정책들의 시행 효과가 효과적으로 시현되지 못하는 이유에 대해서는 정부의 체계적인 관리 역량의 부족과 공공 발주기관의 리더십 부족이 가장 큰 요인인 것으로 분석되었다. 건설산업에서 투명성을 제고하기 위해서는 건설 투명성 지수(CTI) 를 개발하고 건설 정보관리를 효율적으로 활용하는 것이 유효할 것으로 판단한다.

This paper aims to analyse the transparency improvement policies implemented to the construction industry in Korea. We analysed, by means of structural equation model, the questionnaires made up to the professionals with more than 5 years career in management job in the construction industry. To be more effective, the transparency improvement policies need to be emphasized on the construction work and supervision process among 6 processes in the construction activities. The policies should be considered on the triangle dimension: institutional, of industrial structure, socio-cultural. In detail, the policies related to the construction contract and to the design change would be more effective to improve the transparency. As for reasons why the existing policies have made slow progress, the most effective factors have been lack of systematic competency of the government and that of leadership of the public ordering organizations. And as for additional measures to improve the transparency, we analysed that it should be more effective to create and develop a construction transparency index(CTI) and to set up a prevention system against corruption in making efficient use of the construction information management.
