The Way to Increase the Integrity of a Local Government: Focusing on corruption in public offices

Most of corruption activities include the violation of integrity. The rampant corruption in public offices considers the core value of integrity in government sector. Recently OECD countries tend to emphasize the core value at the public services. The role of government is changed into the role of governance. Now ethical and anti-corrupted public officials are the preconditions of good governance. The local autonomy system has been revived 16 years ago. But the system is hard to take roots because of the increase of the corruption of local governments. It is said that the elected mayors of the local governments are the most seriously corrupted positions. The councilors of the first local councils received more bribes than the councilors of the other periods of councils. In essence it means that corruption and pay is negatively related. The first local councilors worked without payment and honorary post. They made a fortune making corruptions. In the case of local officials, the director-generals or directors and the officials with ranks lower than 7 grades are believed to be the most corrupted ones. It produces two distinct polarization phenomenon. The corruption in local government is the symptom and result of poor governance. It should establish local integrity system to be a good governance by improving mutual relationship, mutual reliance and common performance rather than just focusing on independent programs
