After the re-establishment of local autonomy in 1992, many Korean people have worried about the possibility of misuse of personnel management power by local governors. However, there are only a few empirical studies regarding the misuse of personnel management power by local governors, which is hard to access. This study is an empirical study about the misuse of personnel management power by local governors via perceptions of local public officials. Major findings of this study are; (i)local public officials think that local governor's personnel management power has been misused badly; (ii) misuse of personnel management power is increasing; (iii) personnel management committee fails to perform its function to check local governor's personnel management power; (iv) local public perceive that centralized control is more effective way to check local governor's power than democratic control.
