Traditionally, the concept of privacy rights was not strongly recognized in our country. However, with the rapid spread of the Internet in recent years, concerns and interests grew in terms of guaranteeing privacy, triggering the gradual increase of its awareness as a basic right for "human dignity' and 'pursuit of happiness' as provided by the Constitution. Accordingly, as such rights grow in importance, the damage due to infringement of privacy and confidentiality becomes relatively more serious, which frequently occurs in groups that are so-called authorities. Therefore, public institutions and police offices that have a relatively easier access in terms of disclosing private information should be more cautious in managing information. The reason is thatdiscretionary disclosure of information by such institutions may be at great risks, and since the possibility for them to improperly collect and use private information has recently grown, appropriate yet strong regulating measures are needed to control this situation. In light of the critical police behavior of infringing upon private secrets and improperly disclosing personal information, which has been growing rapidly each year despite the provision on rights of the secrets of privacy and freedom in the Constitution, it is important to discuss protection of privacy through police activities. Of course, there may be various issues and limitations to deal with, but unless they are overcome, it will not be compatible with the information society and a society that respects human rights.
